Applications for institution of higher education mass movement referendum



On 9 February 2014, Swiss voters approved a referendum which aims to restrict immigration to Switzerland. Since the measures could be contrary to the principle of free movement of people, which is one of the principles of the European Union, the EU suspended all current negotiations with Switzerland until the situation is resolved.
This decision will have a serious negative impact on students and researchers since Switzerland will no longer be part of the Erasmus + and the Horizon 2020 program for the exchange of students and research funding in the upcoming academic year.
However, more problems for the Swiss higher education community can develop as a result of a referendum, depending on its implementation.
The problems for these programs is going to happen because the negotiations between the EU and Switzerland concerning them are not finished before the referendum was held. The EU made the extension of the free movement of people new EU member states, Croatia is a condition for signing the Erasmus + and the Horizon 2020 contracts.

The Swiss government has decided not to sign up to the expansion after the vote, because it goes against the referendum. Therefore, the EU has effectively put negotiations on hold and Switzerland will most likely not be part of the two programs in the next academic year.
And the exchange and research program is updated regularly by the European Union. Switzerland, as a non-member of the EU, should be separate affiliate programs.
Switzerland has been a member of the Erasmus student exchange program from 2011 to 2013.
Erasmus program offers three components that make it easier to study abroad. First, supplied the legal framework for inter-university agreements that govern the exchange of students between the study groups. Second, members of the Erasmus +, the EU-funded costs that arise for universities. And third, it provides scholarships for exchange students, which contributes to an important part of their cost of living abroad.
From the coming academic year, Switzerland will not be a member of the Erasmus +. It will still be able to participate in the exchange program, but it will have to fund the entire program, both for outgoing and incoming students exchange, independently. The Swiss government is currently making financing schemes to ensure Swiss participation.
