Why guidance fees for international students will not employment



For several years there have been discussions about setting up scholarships for international students degree in Finland. Developments related to the ongoing trial of tuition for non-EU and EEA students (2010-14) reported University World News several times.

In addition to the trial, during the regime of the current government (2011-15) and the fees are discussed each spring in state negotiations on its borders consumption.

The two main positions focus on export education and taxpayer arguments, but they are based on several misconceptions.

Education exports and 'necessity' compensation

The most commonly used argument in the current debate is based on the concept of 'export education'.

The concept in Finland roughly corresponds to the British concept of transnational education, but is broader in the sense that education exports include all the commercial elements of education, such as teaching content, capacity building, infrastructure and school management and curriculum.


In 2010, a ministerial working group prepares Finnish education export strategy used in the UK and New Zealand as a model well-functioning markets and education of the WTO GATS - the General Agreement on Trade in Services - as a starting point.

The argument for tuition goes as follows: Finland has a well-known education system and capitalizing finance will increase the Finnish export income, and partly to the economy recover from the crisis.

This strategy, according to its advocates, interferes with the fact that in Finland education classes without law, and therefore it is necessary to remove "obstacles tuition free education" and allow higher education institutions and secondary schools to collect fees from non-European Union and European Economic Area students.

What is missing in the argument above is the knowledge and understanding of the international education market.

First, international students and customers are not clueless passengers grabbing everything that comes your way. Instead, there are certain fields of study that attract international students from different countries.

For example, in the UK and the US, the majority of international students are enrolled in programs related to business and engineering, while in the Netherlands the students going for Economics and Social Sciences.
