Half the state prearranged to the university councils to women



Zimbabwe has come up with a law compelling higher and higher education minister to ensure that at least half of ministerial appointed for all university councils are women, as prescribed by the Constitution of this country.

General Laws Amendment Act, which has been channeled through Parliament Emerson Mnangagwa vice president, is also trying to achieve a "fair regional representation" in the universities.

The law seeks to bring 126 laws in accordance with the Constitution agreed between President Robert Mugabe and Morgan Tsvangirai of the former prime minister in 2013, during the days of the coalition government. The coalition ended in July 2013 with elections won by Mugabe - Tsvangirai claimed to have been furnished.


The new Constitution is a great success of their work, providing checks and balances on power and giving Mugabe Zimbabweans greater freedom than in previous constitutions.

Mugabe's subsequent governments had few women, which caused outrage among women's activists. Lawmakers are now pushing for legislation to achieve gender equality, such as the university management.

Constitutional provisions ignored

Part of the general laws amendment bill says that higher and higher education minister "will endeavor to ensure that at least half of the appointed members of the Council are women." Hometown clause in the bill is adopted by the National Assembly of the judicial committee of the portfolio.

Jessie Majored, chairman of the Committee, said in an interview that MPs took the law as constitutional provisions on gender and regional representation are not being observed.

"The Constitution provides that there should be a gender balance and fair regional representation in all sectors and institutions and there have been many meetings, even at the highest level, that does not reflect these things," said Majored of Tsvangirai's Movement for Democratic Change, who was the deputy justice minister in the coalition government.

Under the Constitution, the state should take a just and fair affirmative action to promote previously marginalized groups, you should ensure that all communities have equal access to resources for the promotion of their development.

"The State shall take all measures, including legislative measures, to ensure that both sexes are equally represented in all institutions and agencies of government, and (ii) women make up at least half of the membership of all committees and other elective and appointed government bodies," says Constitution .
